Homeowner compensation in risky areas

Co-écrit avec David Lowing.

  • Abstract :

We study the problem of allocating, among the industrial firms at the origin of a technological risk, the cost of the protective works that homeowners living nearby are required to carry out. We formalize this problem by means of a matrix recording the level of risk each firm poses to each owner, together with a profile of cost functions describing how the cost borne by each owner evolves with the risk they face. We introduce an allocation rule, which we call the Serial rule, and we characterize it combining four axioms formalizing principles with normative and legal appeal. We then relate our model to the recent literature on revenue sharing at streaming platforms, and we show that two natural specifications of the cost functions connect the Serial rule to airport problems and to serial cost sharing, respectively.
